1 teaspoon kosher salt
1 minced clove of garlic
Fresh cilantro leaves for garnish

Take a small saucepan, add vegetable oil, and heat over medium-high heat. Now, add thinly sliced scallions and minced garlic to the saucepan and saute them 3 to 4 minutes.
In a bowl, mix finely soy sauce, rice vinegar, salt, pepper, and garlic. Now, add this mixture to the saucepan with garlic and scallions and stir them finely for 1 to 2 minutes (Remove from heat).
